As title states cydia shows an update for rockyraccon should we update it
as i am JB already on 9B206 not sure what the update is for i bet though its for 9B208?

Let me know if you have any idea.

Ok i updated it and all seems ok, no issues.

Yes, the update is for the 9B208 build of iPhone4 5.1.1, it will not have any affect one way or the other unless you are using that build of firmware.

My 4s will not take the update and Cydia will not let me delete Rocky Racoon, do I am stuck with a badge on the Cydia icon I can not get rid of.

iPhone 4s does not need Rocky Raccoon. That was for people who were tethered before

I know, but Cydia will not let me uninstall it.

probably because it was not made for the 4s. a fresh restore and jailbreak may do the trick

I did not choose to install it. It was installed by Absinthe when I did the jb.

Rocky Racoon is part of the absinthe jailbreak and the update was to cover both the 9B206 5.1.1 and 9B208 5.1.1
i was able to update it so you all should be able to do so.

If not then send a email to the developer Pod2g and or the others.

thx, that is what I did. In the mean time, I figured out how to turn off the upgrade notification for that package.

DO NOT uninstall Rocky Racoon. Rocky Racoon is the jailbreak exploit that is used by Absinthe, even if you did not untether a tethered jailbreak, Rocky Racoon will still be installed since it is necessary for the jailbreak to function. If you are able to uninstall it, it will mess up your jailbreak and probably require you to restore. (This goes for ALL devices, even 4S, iPad2 and iPad3).
