Cydia packages installed but not available

Hi I jailbroke my iPhone 5 6.1.2 successfully with evasi0n.

Got all my tweaks in, like accelerator, sbsettings, etc.

Then I tried installing a new tweak which made my iPhone freeze and boot into apple logo and nothing happened.

I did a hard reset by holding home+sleep together until apple logo appeared then immediately held volume up. Phew! Phone came back.

BUT, even though in cydia>packages accelerator, for example, seems to be installed, I don't see its settings under the iOS settings. I tried reinstalling, still no.

Does a hard reset mess up cydia tweaks-settings?

What to do?

Incompatibilities causing your device to boot up and stay at the Apple logo or forces your device into safe mode. Remove the tweak in safe mode and the problem should go away.
