Cydia doesn't come up on my iPhone 3gs 3.1.3

Just like I stated in the title, when I click on Cydia on my 3gs 3.1.3, it goes to the screen where it looks like it is going to open and then just closes to my desktop. What do I need to do? Rejailbreak? If so, how do I do it? Do I restore the iPhone to factory settings in iTunes then rejailbreak?
