Is there a way to download free apps to computer and then put them on the Iphone4? - I can't go on the internet on my iPhone4 because I'm on a plan and the plan hasn't started yet!

Another thing is how do I disable the network provider internet access for now? So I don't go on the internet accidently!

Yes, download the apps in iTunes and sync them to the phone. Turn off Cellular Data (Settings>General>Network>Cellular Data) to avoid accessing the internet with Edge/3G. You can still use WiFi to access the internet, it won't charge you phone's data plan.
