Can't unlock Iphone 3gs after week 36 of 2011?

I bought an Iphone 3gs two days ago and I could not unlock it. I took it to a friend that repairs and unlocks phones and told me that for some reason the Iphone 3gs that have been built after week 36 of 2011 can not be unlock. Is this false? is this momentary? I would very much appreciate if someone could help me.

OK, here is a real practical answer from a real experience, any 3GS made during 2011 after week 35 will blow the baseband once you flash it for the iPad baseband, your iohone will never go past the apple logo and connect to itunes screen no matter what you try, don't flash your XX135 up ( first five digits of serial NR ) for an iPad BB because the iphone chip isnot compatible with iPad BB.
