I have an iCloud account and I am trying to download an app that I already have on one device on another, the App Store shows me the app but will not allow me to download it. It just shows me an icon of a cloud with an arrow pointing down. I need this app on all of my devices. Any guidance?

Tap the cloud with the arrow, and the app should start downloading.
If it doesn't, this might happen because Apple's stores are down right now, and Apple is working to fix this as soon as possible.
