Following the public release of iOS 10.2 on Monday, Apple is quick to seed iOS 10.2.1 beta 1 to developers today.

Apple notes that this release "contains bug fixes and improvements". It's unclear, but highly unlikely, that there have been any major additions or changes in this minor update.

Registered developers, and soon public beta testers, can download the new beta from the Developer Center or via Over-The-Air update.
 
And why would they release 10.2 knowing it was buggy enough to need an update to the update?

The 'bug fixes and improvements" phrase is present in every beta release. The beta releases are sent to developers and public beta testers because a large pool of testers is more likely to find any bugs or other problems with the beta release. It also gives app developers the opportunity to test their apps with the beta release so that it's far more likely to work properly when the new update is publicly released.
