Any 3rd party services that actually unlock??

There is apparently a "global issue" with getting AT&T IPhones unlocked right now. I've tried 2 different sites that are all too happy to take my money and swear up and down that they can still unlock my phone despite the ban on unlocking right now, then nothing happens. Does anyone know a service that has actually worked for them in the last few days for Unlocking an AT&T 4S?
