Adding Subtitles

I don't know how to get that done. Why don't you just buy those programs you've found? it's not a very popular thing and so my guess is there is no almost no free software for it. Well i don't know but google can tell you.
Yeah you can do it with VirtualDub, it is opensource / freeware.
I do this all the time.
It does take a little while though as you need to do full processing on the video stream to hardcode the subs. But you can queue up jobs in VirtualDub so you can get queue up a bunch to happen over night or whatever.
