4s vibrate to touch

can the 4s be made to vibrate to all touches? how? must it be hacked/cracked/jacked/tweaked/leaked etc.? lol! whats it take?

It does require Jailbreaking. Then, there are a few tweaks available via Cydia that will enable this function. I can't think of the names right off, though.
