i have a 4s that is locked to orange they said it cannot be unlocked because someone has messed about with the number is there any other was to get this unlocked

If your IMEI is blocked, then it wouldn't matter if you unlock the device or not, it's still blacklisted on all major and global carriers.

Unless you already have access to the springboard or you're on iOS 5.0.1 or 5.1.1, then yes you can jailbreak it. Otherwise, you won't be able to jailbreak nor will you be able to hacktivate to jailbreak.
