No im not using icloud im usingbitunes through laptop

i backed up my iphone but when i restored it from back up some of the data were missing from the apps for example i had a photo lock safe app where i had importanat photos stored in after restoring and installing the app the photos were missing

everytime i restore from backup The apps stay in install mode How come the backup doesnt install them properly
