Winterboard wont install

Hi i have been having a big problem with cydia. After updating the device, i seen my jailbreak was lost so i re-jail broke it and am getting this error when trying to install anything.

So i decided to do a reset on the phone back to factory, and after jailbreaking it sucessfully. I am still getting this error.

I cannot download anything from Cydia, do you guys know why, and how can I fix it?

Manually download preferenceloader and see if it resolves the issue. If not, perform a hard reset, and re-open Cydia. If it automatically recaches, stop it and manually refresh it
