hello, i have a problem with siri. i ask siri to make a call example " please call richard " and siri said
" i am sorry sham i cant call richard mobile number ". how to solve this problem?

You need to give us more information. Is Richard the ONLY person Siri won't call? Will Siri perform other tasks, but simply not make calls for you?

Check the contacts, you might have it set up wrong.

You have the phone number entered wrong in your contacts. I just tested it myself with a missing digit like (xxx)-xxx-xxx instead of (xxx)-xxx-xxxx and Siri says she can't call the number. Your issue must be similar if not exactly the same.
