Restore/Activate 4s....

The story goes as follows,

I bought a second hand iphone 4s about a month ago when over in the UK. When I got back to Germany I realised the previous owner hadn't wiped all of the data correctly.

So I made a physical back up on the PC, restored through iTunes and now am stuck at the sim activation screen, not having a UK micro sim to hand i don't seem to be able to get past this.

I next tried going into recovery mode to restore from the backup however that also doesn't seem possible....

I just want to get the thing activated, so I can then jailbreak and finally unlock it for use here in Germany.

There's no way to bypass the activation screen without payment of some kind. You'd have to have an official SIM of the original carrier of the device, or, you'd have to get an interposer such as the R-SIM, which comes with an activation SIM (I don't believe you can buy them independently, but I could be wrong) and pop that into the device to unlocks it.
