if your phone is set on vibrate then it wont make that sound when you plug it in and as far as i know thats the default sound that cannot be changed. If your phone isnt set to vibrate and it still doesnt not make a sound try turning up the volume. Other than that, your phone might have something wrong with it but that shouldn't be anything a restore or update wont fix.
