Personal hotspot

Hello all. I need help, my personal hotspot isn't showing in my iPhone 4 at all and I have two that are doing the same thing. Both phones factory unlocked can you help me with this problem please? Thanks

Go to settings, then general, then network and your HotSpot should be in there, i dont know why, but it hides in there sometimes
