jailbreak failing

my 3gs has been jailbroken since last year and worked fine til recently.
i have not changed anything.
it went into safe mode a few times and deleted all my contacts and photos.
it is also a little slower than it used to be. slow loading pages and the menu and other things.

when i open a piracy tweak it says API error API unavailable
and when i go on cydia it says :
failed to fetch cydia:/a piracy repo (-release - en_us and packages)

i dont know what the issue is. i used to have winterboard but took the skins off to try and see if thats the issue.

also. im on 5.1.1 right now and running t-mobile

is it wise to update the ios to 6.1.3? and then jailbreak again??
if so, can anyone direct me to the right diy for this. and if anyone knows whats wrong with my phone i would appreciate it alot.

im still noob to this, and have not jailbroken since last year, following a diy guide i found at that time.

You're running piracy software on your phone - and are complaining [to us] that your phone isn't working right?!?? The horror!

You'll receive no help here. This forum does not help those who,use piracy enabling tweaks (read: tweaks that help them steal from developers). Not only is piracy against our rules, it's theft and thus illegal.
