Iphone wont restore

Hi,
I recently tried to update my jail broken 3GS (well aware it would remove the jail break) however after downloading the iOS and going through pretty much every process, it says it can t do it for some reason and puts the phone into recovery mode. Fair enough.
From there I try to restore it. Which it does. Now though when I try to set it up (having no wifi) iTunes says its unable to complete activation and to please try later which I have. I have also tried to restore it in DFU more but with the same result.
Any suggestions greatly appreciated.

Was it previously unlocked using UltraSn0w before your restore. If so, that would mean your SIM card doesn't match the original company that the 3GS was created for. If it is indeed a clean iPhone and you're still using the SIM that matches the company the 3GS was made for, then you're going to deactivate it using RedSn0w and jailbreak it to keep it hacktivated.
