Iphone will not charge properly after snow incident!!

Hi I have a problem, well, my brother has..... recently he had an issue whilst filming on his iPhone 4, someone threw a snow ball at it!.... nothing happened for a day but then it wouldn't charge when plugged in to mains or PC?.... eventually the phone went off and never came on again.

He took the phone apart (completely ) to let it dry out for 36hrs.
After putting it back together he put it on charge and went to bed, the next morning the phone was on!!

Unfortunately it only has managed to get to 40% battery in 2 days of charging which once unplugged was gone in less than 3 hours!!.

Was hoping somebody could shed some light on this issue for me please to see if there are any other suggestions?

Hello. There is 2 situations. In a service center, must to test another battery or amperage charging current. The technician will know by measurement wich one is deffective...phone or battery.
