iPhone Unlocked but No Network Coverage (UK)

I bought an iPhone 4 of Gumtree in the UK and it turned out to be blacklisted. It was a Christmas present for my daughter. I've been to the police who've basically told me they can't help me. I've read than the phone can be used in another country. Would it work in the USA? The phone is unlocked so it should accept any sim.

The GSMA IMEI database is global. This is where the blacklist is maintained. You bought a brick....sorry. You would have to use an IMEI spoofing unlock to get around this.
