There is a jailbreak app called iGotya. Available through Cydia.

Not that I know of. I have the iGotya installed on my devices.

Find My Iphone by Apple is the only App for non-jailbroken phones that will work. It does not however have any picture capablility. But it will show you the location of the device and allow you to play a very loud sound on it once you get close enough to locate it.
