No. At the moment, there’s a jailbreak for 10.2, but not for 10.2.1.

No, it isn't. Apple stopped signing iOS 10.2 some time ago. The only software you can install on your iPhone right now, are versions 10.3.2 and 10.3.3.
If you try installing a different version, you'll get an error, and the process will stop.
