Hi, I have a iphone 4 cdma jailbroken on 6.1.2 is it safe to update to ios 7 without the baseband messing up?

Are you a registered iOS Developer? Downloading beta versions of iOS without being a registered iOS developer is a form of piracy and could result in an iPhone that becomes useless because it cannot be activated.
 
Yes but I'm worried that my baseband would go blank.
 
First: iOS 7 is only available to developers
Second: Its full implication to the jailbroken community is currently unknown.

So at present I do not recommend you even attempt to update to it because not only will you lose your jailbreak, you will also lose your baseband.
 
Does this go for 6.1.3 aswell?

There is currently no jailbreak for iOS 6.1.3 and the evasi0n team has indicated that they won't be developing one as they don't want to burn an exploit that they might be able to use in developing n iOS 7 jailbreak.
