You need the original AppleID credentials to unlock it. If it's your credentials that it's locked to and you don't know your password, you can reset your password online, then enter your new credentials. If it's someone else's, you'll need their AppleID. There are no bypasses (openly usable one at least) that will bypass the iCloud activation. Only a handful of people have access to an iCloud bypass, and they're not going to share the encryption to r0bf0rdsn0w.
