Help error 23

IPhone 3G died tried to restore it it find iPhone starts the restore and then stops and says error 23 is it dead

That error is a hardware ratio over baseband on 3g and 3gs. That error can't be fix most of the time or only by apple. But you can downgrade the firmware and install it.
