i found a phone on the side of the highway a few weeks ago. Obviously I don’t have the passcode to get into it. Is there a way to get into it to find out who it belongs to?

    Welcome to iPhone Forums!

There is no way to unlock an iPhone without it’s passcode.
An iPhone owner can send a message to the lock screen, if it’s in lost mode. It’s quite possible that Find my iPhone is enabled, which will show the owner where his device can be found.

Report this to your local law enforcement agency. If there’s a lost-and-found office near you, leave the iPhone there.

They just laughed at me and I’ve never seen a lost and found office.

Call Apple, they may have a method of knowing the most recent owner via the serial number. I don’t think anyone else can get the iPhone to open.

Yep I think that how it is for most devices. Only the person who has the pass code can open the phone.
