No. Hard reset is simply pressing down on the Power button AND the Home button simultaneously (and patiently) until you see the Apple icon appear. The device will then boot back up (it takes a while). This hard reset solves many software issues, but not all.
then connect it to iTunes and click sync, after that, disconnect it from your computer and restart it and check if the issue is gone or not, if not then you will have to make the factory restore.
