Dial Assist

I can't see the 'Dial Assist' option in Settings >>Phone on my iPhone 7 and iPhone 5S. Is this a phone problem or a service problem ?

Dial Assist is a carrier feature. Contact your carrier.

Thanks. Called my carrier. They don't even know what this feature means. Thanks anyway.
