clock is 30 minutes off in all time zones, NB Canada, iPhone 4s

I have an iPhone 4s, and whenever I use the time zone select feature the time is always 30 minutes slow, even though it says I have the correct time zone (Moncton, Canada). Other time zones are 30 minutes off too. So I manually set the time, but messages and texts and calls still show the wrong time, so it's hard to know when someone tried to contact me. Also, sometimes it shows 30 minutes fast instead of slow on messages... Weird. So it's 1:00am, if I go with their automated time setting it will say 12:30pm, but a call I just got will show as 1:30am...

Anyone else have this problem? I recently reset my phone and I have played with the settings... nothing yet. It's really bugging me!!
