Cant start my phone iphone 5. Logo just poppin, and iphone factory reset dont complete!

Is the iPhone asking for an Apple ID and password? Your post was quite vague so it's hard to guess what the exact problem is.

I cant even come to the start meny. Only the apple logo when i turn it on thats all
Have you tried using DFU mode to restore the iPhone? DFU mode to Restore Apple Support Communities
