Hi I have lost the battery clip from my iPhone 4S.what is the actual use of this clip.should I get a new one

No it is the clip next to the battery

You should definitely get a new one, Apple does not put unnecessary parts in its iPhones. I believe it's a grounding clip for the battery. You should be able to buy the part from a site such as iFixit.
