There's already one in existence. It's called the App Store app and you can use it all the time on your phone after you sign in with your ApppeID. It's very simple to use and comes free with every iDevice! And, there's probably 1000s of free apps at the App Store - just download them.

That's really the only way to get free apps. I know you weren't thinking of trying to get apps that normally cost money for free - cause that would be piracy, against forum rules and illegal. So, just use the App Store for getting your [developer-offered] free apps. Easy peasy!
