Different app stores cover different regions and different languages. Not all apps are supported in all regioins or languages. Perhaps the FB Camera app isn't supported in one, the other or both of the aformentioned.

I understand the language speciality. But when it comes to normal English based Apps like FB camera and others I see it very bizarre.
It's not only the language. Every developer can select the country where his app should be published. On default, all countries are selected, but he/she can deselect single countries or opt to just release an app in a specific country.
Depending on where a developer lives, selling an app can have different tax issues one has to solve. So it may just be that a developer saves some hassles by opting not to release in certain countries.
